Two different builds of CAP stock were constructed, some to SR Bulleid design and others to BR standard coach style.
The SR-designed units were constructed on reclaimed 2NOL underframes in 1956-58. Each two coach unit was formed of a Motor Brake Second Open (MBSO) and a Driving Trailer Composite (DTC), which also included a toilet. MBSO vehicles closely followed vehicles in EPB sets, and provided accommodation in the 3 + 2 style in open saloons. The DTC vehicle consisted of a second class coupe behind the driving position, with the rest of the coach having a side corridor feeding four second and three first class compartments, with a toilet at the inner end. When constructed, units were numbered 5601-36 and were intended for use on the Thanet routes, where they remained until 1969 when some sets were transferred to the South Western Division for Waterloo to Windsor/Weybridge routes. Once on the South Western Division, units lost their first class accommodation and were reclassified as 2SAP. After a short period, the units were transferred to the 'Coastway' route when the first class accommodation was restored. In 1976, sets were again transferred back to the London Division, this time on the Central Section, for suburban work, and this once again saw the removal of first class accommodation. Stock remained in operation until the late 1970s when, in connection with the EPB facelift programme, it was decided to utilize the HAP (SAP) MBSO vehicles to form additional EPB units, together with converted SUB vehicles for trailers, this saw the withdrawal and scrapping of the DTC vehicles.

About the same time as the above units were under construction, a larger fleet of BR-designed HAP units were built at Eastleigh Works. These resembled the BR-designed EPB units of the mid-1950s and were intended as replacements for HAL stock on the Gillingham and Maidstone routes. The first BR HAP unit, No. 6001, emerged in June 1957 and was formed MBSO+DTC. Passenger accommodation in the MBSO vehicle was basically the same as in the SR-designed sets but the DTC layout was revised. Three first class compartments were situated behind the driving cab, fed by a side corridor, this was followed by two toilets and a five bay second class saloon. Each unit had a seating capacity for 19 first and 134 second class passengers. Traction and control equipment was supplied by English Electric and the traction motors were fitted with express gear ratios.
The initial order was for 42 BR HAP units, but prior to the final units being delivered, subsequent orders were placed, firstly for 63 sets, Nos. 6043-6105, for use on the Thanet lines. For operation on the second phase of the Kent Coast electrification scheme a further fleet, numbered 6106-46, was ordered. The final batch of HAP units came in 1962/3 when units Nos. 6147-73 were built for South Western and Central operation.

The BR HAP fleet remained intact until 1973 when, due to a severe shortage of suburban stock, some South Western Division-allocated sets were downgraded to second class only, reclassified as 2SAP and renumbered in the 59xx series. By 1979/80, the stock position had changed and these units then returned to their HAP status. During 1982, a further reshuffle of SR stock resulted in 46 sets being semi permanently coupled in pairs for use on the 'Coastway' line. Units so treated were reclassified 4CAP ('Coastway' HAP) and renumbered in the 32xx and 33xx series. These sets remained on the 'Coastway' route between Ore and Portsmouth until May 1984 when they were reallocated to Ramsgate.

Due to a large number of HAP units having blue asbestos, withdrawal commenced in late 1982, with the majority withdrawn by mid 1980s. Ten withdrawn HAP MBSO vehicles were completely rebuilt in 1983/4 at BREL Eastleigh, into Gatwick luggage vans (GLV) for the then new 'Gatwick Express' service.
When introduced, HAP units were finished in BR green livery, this was subsequently changed to BR blue and from the late 1970s blue/grey livery was applied.
